Why Britain is flooding

These animals and 1000 more are protected by the Berne Convention 1982 / EU Habitat Directive 1992 / UK Conservation Regulations 1994 and as such we cannot disturb their habitats. The water voles nest in river banks and as the banks fill up and encroach on the river the voles build new nest and thereby protect the narrowing of the river. The EA is trying all sorts of methods to stop flooding but they are prevented from clearing or dredging the rivers by legislation. Can anybody find a way around this dilemma?
